Newsom Signs 2022—23 State Budget
On June 30th, ahead of the new fiscal year, Governor Gavin Newsom signed the $307.9 billion state budget. The budget covers the 2022—23 fiscal year that began Friday, July 1st. Newsom, echoed by legislative leaders, has touted that this budget aims “to help address rising costs, tackles the state’s most pressing needs, builds our reserves, and invests in California’s future.”
Notably, the budget includes refunds to Californians to offset higher gas prices and inflation. Another issue that garnered attention was Newsom’s energy plan to “keep the lights on”. Despite some concerns raised, the Legislature ultimately approved the Governor’s budget proposal to establish the Strategic Reliability Reserve (SRR) to be administered by the Department of Water Resources (DWR) to support electrical grid reliability. Broadly, it authorizes the purchase of power from fossil fuel plants and Diablo Canyon when state supplies are running short.
